C. Although the overspeed governor operates, it cannot control the movement of the car safety gear. The reason is: the speed limiter wheel groove is worn, reducing the friction between the sheave and the speed limiter rope. , But the pulling force of the overspeed governor cannot make the safety gear work;

D. The speed adjustment part of the overspeed governor is loosened. This phenomenon generally does not occur.
